From July to October 2026, we are implementing a comprehensive training program, dedicated to the sustainable energy modernization of public buildings in the Opole Voivodeship. The project is part of the “European Social Initiative for Climate.”
We aim to improve the competencies of local government officials and NGOs in the region in the areas of energy efficiency and climate protection.
Why is thermal modernization in the Opole Voivodeship crucial?
In the face of climate change and rising energy costs, improving the energy standards of public buildings is becoming a priority for municipalities and counties. The Sendzimir Foundation’s training program addresses the lack of practical knowledge on modern thermal modernization standards.
Our goal is to equip participants with tools to achieve energy savings of at least 30% and implement sustainable solutions that combine technical efficiency with care for the environment and cultural heritage.
Who is the project for?
The project covers the entire Opole Voivodeship and is dedicated to two target groups:
- local government employees – approximately 90 representatives of municipalities and counties responsible for investment processes will participate;
- non-governmental organizations (NGOs) – representatives of the third sector working in the region to improve climate and local communities – there will be a free e-learning training designed for them.
Three Stages of Skill Building
The program is designed to guide participants through the entire investment process – from site visits and audits to acceptance of works.
E-learning Training
An interactive course on the Sendzimir Foundation’s training platform, supplemented with webinars with experts, will provide access to the latest, practical knowledge on thermal modernization. Participants will explore, among other topics, the theory of sustainable construction and the DNSH (Do No Significant Harm) principles.

In-person Workshops in Opole
Practical group work on real buildings identified by participants will provide them with better preparation for implementing real-world thermal modernization processes in their municipalities. The one-day training program includes the analysis of technical documentation, site visits, and the development of specific modernization recommendations.
Training for NGOs
A dedicated online component adapted to the needs of NGOs will strengthen their role in the region’s energy transformation.
Innovative Approach and Content Standards
As part of the project, we promote solutions that go beyond standard thermal modernization:
- the use of natural materials with a low carbon footprint;
- integration of renewable energy sources in public buildings;
- blue-green infrastructure and a circular economy in the building environment;
- protection of historic buildings – a specialized approach to historic buildings.
Partners and Financing
The project “Efficient Energy Modernization of Public Buildings in the Opole Voivodeship” is financed by the European Regional Development Fund under the European Funds for Opole 2021-2027 program, as part of the European Social Initiative for Climate.
The project is being implemented as part of an open call for proposals announced by the Opole Voivodeship Board.
